It's not all there but it's for holding up the front of victorian /edwardian ladies long skirts, there should be another smaller clamp on a swivel from behind the badges.

Not on this one there is a built in clip to lock the device in between the two badges.

This part pinches the skirt, the plate that the badges are on slides up and should clip Into a grooves on each arm to lock in place so it doesn't drop the skirt, there is then a half size one that's either the same or with a thumb screw wheel or similar to tighten on to the sleeves, belt or front of the dress, the two parts are joined by a swivel or chain.
