I not only commiserate with the collector/hoarder in question, my heart goes out to him. From a cursory look at some of the items I can see an affinity with a likewise love of (especially) WW1 articles, and I would be devastated to have my personal "museum" taken away. Evidently, the ordnance would have to be safe/inert; items obtained non-clandestinely; provenance available. Definitely not condoning theft, whether from heritage sites or whatever.
I have a sizeable "hoard" of wartime bits and pieces, especially fuze relics, mostly obtained from permitted detecting on farmland. Any suspect items are always referred to the EOD so my items do not pose a hazard to myself, family or neighbours.
I would expect that the person involved in the raid be given the chance to explain his inventory.
A final comment: ordnance was not taken away and made safe; it was taken away and destroyed
