What is the significance of what looks like a piece of single coloured medal ribbon on the Colonel's right breast? In mourning for a relation KIA?

Royal Humane Society lifesaving medal and similar were only worn on the right. regards

Royal Humane Society Medal? I believe it's permitted in uniform if worn on the right.
