Default Naval Button Anchor and "??????? STEAM PACKETS"(?)

Can anyone identify this button please?
It appears to be of brass, I don't know if it was originally domed, it measures about 3/4" / 20 mm across.

The wording on the front may possibly be a series of initials above "STEAM PACKETS".

I can't make out much from the photo but if you say there is STEAM PACKETS on it then the letters above could be L.B.& S.C. Ry. for the LONDON BRIGHTON & SOUTH COAST RAILWAY. Their Steam Packets sailed between Newhaven and Dieppe. I've only ever seen a line drawing of this button, is there the remains of a maker's mark on the back?

Thanks, your suggestion may very well fit the billI, I'll have another close look at the button.
There is a maker's mark on the back, I can't make it out, but having another look I think it includes "HALESOWEN".

Brilliant, thanks chaps, that's another one identified.
A different manufacturers mark to the one I have, not that I can work out what mark it has, and my "HALESOWEN" speculation may well be wrong.

Both Firmin & Son and Grove & Sons produced buttons with HALESOWEN back marks.

Ta, I was aware of the Groves Halesowen but not the Firmin Halesowen marks.
