Default Stafford

I was gifted the attached Stafford insignia in 1997/8 courtesy of an acquaintance who had access to the Regiment (if that makes sense).

I am reappraising my collectables but cannot find the notes I made at the time concerning this acquisition. My query concerns the different collar pairs. One set has Holland cloth backing and is smaller than the other set. Can I be enlightened please about the significance of this? Has it to do with amalgamation or rank?
