Default Doubtful KOMR Cap Badge

I'm presently setting up a display for my Maltese Regimental Badges and came across a what seems a brass badge belonging to the KOMR that's put some doubts. Compared to the others I have from the period, it seems to be to small for an officer's cap badge yet slightly to large for a collar badge. It's 36mm in length and 31mm in width. The details are very crude and lack sharpness. Any thoughts?
