Default australian army nursing service 1916 badges

hi all
just having a look at my aussie nursing items and noticed there was a difference in these australian army nursing service 1916 appreciation badges.
as you can see from the pics, one seems to be brass/gilt and enamel while the other is clearly gold and stamped 9ct. now if these were made by different manufacturers then i could understand the possible difference however these were both made by PJ KING.
does anyone know if these were issued in various metals and in particular why?
