Colonel Rank Insignia, for Class A uniform (and others) not sure how old they are.
The background colour did (may not do so now) indicate the Arm of Service. Marc |

I would say post WW1 but pre WW2. These two are not a pair but rather two singles. Each eagles head should be looking toward the right shoulder so when worn the eagle looks forward with the head pointed to the wearers head. Rather unusual with the green leaves.
