Trade Badge (?) ID Required

Can anyone ID this cloth badge please?

Consists of a vertical blue "baton" within a dark blue circle surrounded by a light blue wreath, all on a khaki square. (Aprox 55mm square).

For some reason the central "baton" has been painted white although most of the paint has worn off.

Might not be UK. Any info much appreciated.

Never seen the like!

Base drab material looks very old and poor.

Possibly colonial/ commonwealth.

Not like anything in my, or the Denis Edwards, British collection.

Not sure either but could it be WW1 QMAAC or WAAC?
