Default small painting of an officer, country & regiment requested

While visiting a friend, a professional antiques dealer, I noticed a small painting of an officer. He assumed circa 1830, but that is all he could tell me.
There is no painter's signature. It is oil on canvas with a wooden backing.

Can I ask for the forum's help?
Is it British?
If so, what regiment and what period?

The painting is small, guessed ca. 15 cm x ca. 20 cm.
It is for sale.

Ive no idea, but the detailing in the face is remarkable. Could it be Fusiliers ?

Is it in fact British? To the best of my recollection, british officer's gorgets, which were worn only bt the Duty Officer that late, were suspended on ribbon, not wire/string to the shoulder board buttons. Also, he appears to be wearing a black leather neck stock which seems unusujal for an officer. I may be completely off base, or this may be artisitic licence, but I'd be inclined to look for a European uniform - possibly German - which matches.

My tuppence worth.
