Default 'N' and Broad Arrow Mark

Hi,

Over the years I've come across the mark of an 'N' with a broad arrow on cutlery and flatware:







The Elkington fork (top left mark) bears a date letter of 1852.

Can someone please enlighten me to the significance of the mark?
