Default 224 retailer or maker ?

Can any one shed light on this double mark.
Yes TLM is Thomas MOTT.

Dan, It was not unknown for one maker to subcontract to another. There are many examples of CEF badges double maker marked.

Dan,

I would think TLM is the manufacturer and the other mark the retailer, so it could be a gents outfitters in the town abbreviated Nrm. if that narrows down the search.
