Have started collecting these. So far in my research I have found the following current non Home Office Forces have helmet plates.

MOD Police
British Transport Police
Civil Nuclear Constabulary
Port of Tilbury Police
Falmouth Docks Police
Port of Dover Police

I was wondering if any other Non Home Office forces have helmet plates?
