Isn't Heysham a port ? So could this be "FIRE BRIGADE TENDER" for use within the port??

I believe the 'FB' stands for 'Fire Brigade' - but I've always wondered what the 'T' stood for? (Incidentally, this badge has been recently faked/repro-ed)
