There do exist examples of 1944 pattern webbing made commercially for other countries in colours other than jungle green; certain middle eastern states spring to mind. However, I have never seen any examples in RAF blue grey.
The lack of markings (just re-read the original post!) would certainly suggest a commercial contract.
