The term Public Safety Officer seems to be mostly associated with the Control Commission Germany in the immediate postwar period, there being a large number of files on them listed on the National Archives online catalogue. At that time though any badges would have been KC with a GVIR cypher

There is one reference on the catalogue under Public Safety Officer to a 1951 file headed - Special Police Corps: reserve of ex Public Safety Officers for emergencies. This leads to further files on the Special Police Corps which run up to the mid 1950s with one dated 1962 with the title Special Police Corps in Berlin: pay and allowances of Inspector-General

These might suggest a possible research route as Google also turns up some likely leads and supporting information.
