Default Snapped Lug Repairs?

Hi all.

I've been having a bit of a dilemma with a badge I recently acquired, that being a snapped lug.

The badge itself isn't actually a military badge. I've come to this forum for support on repairing lugs and the like. This particular badge would be quite different from the badges normally seen on this forum.

I'm not too sure on what sort of metal it is. It seems to be some sort of copper colour underneath but I'm unsure of that identifies anything in particular.

I've attached a photo which shows a solution I'm trying to implement to see if it works, that being a form of epoxy (first brand after curing snapped off while trying to be applied to a hat, currently on a different brand). Initial attempts to solder with 60/40 tin/lead have failed as the solder did not want to melt onto the surface despite applied heat. Would tin/silver solder be an option?

I'm based in South Australia and am trying to seek as much assistance and support as I can for this particular badge. Such a badge is a rarity down in these parts.

Any and all help will be appreciated. I'm also currently looking for places in my area who can properly fix it. Overseas may be my last option!
