It would appear that this is a badge that mirrors the design used by Berkshire County Council before its formal acquisition of arms in 1947.
I had considered whether it might be contender for Berkshire County cadets 1930-2 but Hansards contains a Parliamentary discussion suggesting the Berkshire cadets were to be disbanded when funding was withdrawn.
