Hi your first Picture the one in metal the Pipe Sergeant Major, or Pipes and Drums wear them, I`ve seen only in Second Commando AKA PPCLI.

the second one goes on the Dress Uniform.

From 68 to 74 in Edmonton and from 75 till disbanded in Petawawa.
