I don't recognize the cap badge (unless it's a PPCLI one) picture quality isn't the best but it certainly looks like crossed arrows of the FSSF on the collars which makes sense due to the uniform.
I did find this in the dress regs in relation to wearing FSSF boots.
I guess in due time CAF will show us the entire uniform.
