I picked this up a few days ago as it looked interesting - presumably this badge passed inspection (and was possibly worn) until the layers of metal sprung apart.
The badge doesn't consist of two separately struck badges accidentally overlaid.
The metal is only in two layers for the upper half of the badge, the lower part being a single, solid layer.
