Hello Iain,
Funny thing to do really, but, that was certainly not even considered originally, their underwater weapons, mines and torpedoes were developed before the war with both defence and potential offence in mind, in fact, only two submarines were ever built as merchantmen, they came all too late in the day and when relations between Germany and the United States began to fall apart, they served absolutely no purpose whatsoever anyway, a complete and utter waste of time and effort.
