I was always lead to believe it was the RMLI cap badge.
During WW1 the Royal Marines were several specialised units Medics, Engineers, Train and Labourers, they were part of the Royal Naval Division. There were volunteers from the RNR in the Royal Naval Division but they were members of other units not the Royal Marines.
