Chris,

An interesting badge. Norfolk Fire Brigade (controlled by Norfolk County Council) was only formed in April 1948, following the disbandment of the National Fire Service. Prior to the NFS being established, the police in the larger towns such as Great Yarmouth, Norwich, & King's Lynn were responsible for firefighting. Police insignia being worn. In the country districts volunteer brigades operated often under the management of the Rural or Urban District Council's. Generic badges were usually worn.

Your badge suggests military as opposed to a civil use but I could be wrong. Its a nice badge and obviously one with some age. I hope this is helpful.
