Have seen these smaller cyphers described online as Military Prisons / Provosts. No idea if this is accurate as neither...

Note the unusual flaws coming off the bottom of the D and A of CANADA that roughly point to 5...

Someone has rubbed the lettering flat I think to give it a better look but still the rounded letter ends and differences in the bracket, toes, trunk etc....
