It's look too refined for a standard H&T sleeve badge. The handles of the tongs/ pincers are shaped and the ends finished. The hammer head is also different.

Please see the link to a family history webpage. John Gower was an Armourer in the RMLI and is seen wearing the arm badge in 1915.
