Militia Connection?

The M on this rank shoulder strap is believed to indicate Militia.

Can anyone confirm with date of use or explain what it is if not.

Can anyone identify this badge? Spero means Hope or I Hope in Latin. It has been suggested that there may be a connection with the Legion of Frontiersmen.
