Unusual KLR foreign service helmet badge

Not seen anything quite like this before ( badge on the left hand helmet ), the badge on the right hand helmet is as you would expect.

I wonder if the l.h. Badge was made abroad ?

That was my first thought but does seem to be more projecting bits on the badge on the cap but may well just be an illusion caused by a poor photo.
