In my opinion, "Havre" should not be translated . There is an important harbor and city in Normandy, called Le Havre. The French seller suggests that the badge is from an association from Le Havre....

BTW, the one at the left of the bottom row is different because it belongs to the Coast Artillery, not to the Army.
