I think its a Foreign rank star off the shoulder, not sure which country.

The RAF had a similar badge for Apprentices but that had a propellor in the middle, whereas this is a steering wheel.

The answer is - 6 pointed stars = Royal Marines.

They use the Naval 6 star on their badges unlike the Army's 5 star.

The badge is a Drive 2nd Class.
