The top badge - I haven't seen reference to it in a book, but have seen one for sale as a shoulder strap badge although it appeared to be on a red collar patch, I don't know if the one I saw (online) was the same size as this one.
It was stated by the seller to be Dutch.

Top badge is the shoulder badge of the Dutch Quartermaster Corps, Intendance in Dutch. The collar badge is the one in the link above, and is slightly smaller and has less detail in the chain links. Instituted by Army-order Nr. 35 of 1951.
