Looking for info on the brass IRISH REGT. title in the centre. Approx size 45mm x 8mm, with spike fittings.

The fittings on the centre title look like the type used on shoulder boards for dress uniforms.

If it is the type worn on the dress shoulder boards, not likely. Perhaps a few corporals may have had blue patrols, but it would be segeants or higher ranks that would be using them. Again, if they were on the shoulder boards.
