Button on buff coat.

It appears to be a Baron's coronet above a man holding a flail or cat o' nine tails, over a Knight's tortillon. It may not be military, of course. It is on a buff coat with black collar and cuffs.

welcome to the forum. It looks like a livery button to me, I am sure the button collectors will be able to help.

Alan's right, it's not military but a livery button as worn on the coats of some household staff of the nobility, landed gentry and so on.
