Afraid I have no idea what this poster actually commemorates, especially as the detail is minute. What are the words beneath the central motif?

It looks to be reminiscent of an Entente subject and possibly an Anglo-French Military Telegraphy overseas accord? (Hence the R.C.S. and French insignia).

Is there anything on the back?
