Is this base color on the Major crowns SAS or some other unit and if so what?

Parachute Regiment/Airborne Forces also use it.

And the (R)AEC.

The slip-ons I have have black background. Actually, what I mean to say was that the rank itself is in black, not the background.

These are RAEC slides - the colour is paler than the brighter light blue backing used by the Parachute Regiment and the SAS used slides embroidered in black with no backing colour.
