Unknown Maple Leaf General Service?

Here is an unknown maple leaf general service type badge, I have never seen one like this before. The rear has a Scully Montreal makers mark. The two holes may be for an overlay? What the GL is for is beyond me.

In my cob webbed memory, I think this was a General List badge?
(Leigh, the Great Lakes border the US and Canada with the exception of Lake Michigan.)

Ta, (I have a vague recollection of jumping in to one when I was a 3 year old because somebody dared me to - not a sensible thing if you can't swim. That'll be whichever Lake was closest to Hamilton then).

An unusual design, it would have had an overlay or would the holes be punched through it as part of its production as a "pattern"?

A sealed pattern that was never adopted, factory sample? If you notice the rear the badge is not stamped, but is relief/raised.

The bottom hole is part of the mold, you can see where the relief for the scroll is, the hole wasn't drilled but is part of the mold.

Based on your source for this badge I think it is a reproduction made by Bondy. He listed a GS maple leaf with a GL and beaver overlay. Lost wax casting will duplicate makers marks and holes like you mention about this badge. If there is any trace of a grind mark on the back or edge this is a dead giveaway that it is a Bondy Badge.
