My best guess on the sign is the wolf's head of Sussex and Surrey District. Would welcome other thoughts.

And what's the medal ribbon he's wearing?

Looks like 61st div formation sign being a red diamond within a blue square.

The medal ribbon - 1939-45 Star?
I agree on lozenge on square for the formation Sign (not that I knew the colours or formation).

Agree on the medal ribbon, but just to be a tad pedantic, given the Divisional sign and the single ribbon, perhaps when it was still the "1939-43 Star"?
