16 Collar badge-Shoulder title
 

An unusual brass collar badge or perhaps part of a shoulder title. Unusual in that the two separate numerals have been brazed together and therefore unlikely to have been part of a larger number, so almost certainly not a Policeman's collar number.

I am thinking that it may be OCB related or perhaps a Canadian collar badge or even part of a Territorial shoulder title.

Any positive identification would be welcome.
